1. Award a construction contract for an amount not-to-exceed $268,063 to American Pipeline Services and authorize the Executive Director to execute the contract in a form approved by the General Counsel; 2. Authorize the Executive Director or designee to process change orders, as needed, in an amount not-to-exceed $26,806 (approximately 10% of the total contract amount) for construction contingency; and 3. Approve the Notice of Exemption (NOE) for the subject project and authorize the City Clerk to file the NOE with the County Recorder, in accordance with the California Environmental Quality Act (CEQA).
