(Metro) and authorize the City Clerk to file the Notice of Completion with the Los Angeles County Registrar-Recorder; and 4. Authorize the City Manager or his designee to execute Change Order No. 3 and to release the retention payment to Metro following the mandatory waiting period from the date the Notice of Completion is recorded.
