Staff recommendation

1. Award a General Services Agreement to Spectra Turf Inc. for the purchase and installation of rubberized playground surface at Rivera Park in the not-to-exceed amount of $195,000, and authorize the City Manager to execute the agreement in a form approved by the City Attorney; 2. Authorize the City Manager, or his designee, to approve change orders, as needed, in an amount not-to-exceed $20,000 (approximately 10% of the total contract amount) for construction contingency; 3. Transfer $100,000 from the Pico Park Security Camera System Project and appropriate $140,000 from the unassigned Capital Improvement Program (CIP) fund balance to the Rivera Park Sandbox and Playground Resurfacing Project; and 4. Approve the Notice of Exemption (NOE) for the subject project and authorize the City Clerk to file the NOE with the County Recorder, in accordance with the California Environmental Quality Act (CEQA).
