What happened

  • This was a study session on year two of the five-year Capital Improvement Program (FY 2026–2030). Staff reported $208.8 million in funded projects and $13.8 million unfunded.
  • The council gave staff a long list of directions. These included finding money to finish the Historical Museum renovation, raising the priority of the Rivera Park batting cages and the Pico Boys relocation, getting a quote to fully repave Burke Street, and adding QR codes to construction-site notices.

Agenda items, in order

  1. Call to order and public comments

Called to order at 4:05 p.m. Lutz arrived at 4:24 p.m.

    Outcome: No public comments.

  2. 1. Year two of the five-year Capital Improvement Program (FY 2026–2030)

Year Two of the Five-Year Capital Improvement Program – Fiscal Years 2026 Through 2030

Public Works Director Negrete reviewed finished projects (Alebrije Dog Park, the council chambers) and work under way: streets, the Smith Park Aquatic Center, the Rivera and Pico Park gym HVAC, the Rio Hondo Park renovation, PFAS treatment at Plant No. 3, school crossings and storm drains. Members discussed shared facilities with Rio Hondo College and El Rancho High School, street repairs on Friendship and Amistad Avenues, artistic crosswalks uptown, signals near fire stations, a city entry arch on Whittier Boulevard, and replacing stolen lights at the city entry signs.

Outcome: Received and filed with staff direction. Motion by Sánchez, second by Garcia. The minutes say the motion carried by roll call but list only who was present (all five), not the ayes and noes.

⚑ Record gap: the approved minutes print a PRESENT/ABSENT list where the AYES/NOES roll call would normally be, so the individual votes are not recorded. With no video, they cannot be checked.

  3. Adjournment

    No closed session.

Outcome: Adjourned at 5:46 p.m. (minutes).
