Approve a resolution determining that the repair of the storm drain at 9708 Bascom Street constituted an emergency, and that it was necessary to perform said work without the benefit of formal bidding; 2. Accept the emergency repair to the storm drain at 9708 Bascom Street, authorize the City Manager to execute an agreement related to the emergency storm drain repair in a form approved by the City Attorney, and authorize payment to Sancon Technologies, Inc. (Sancon) in the amount of $101,000; and 3. Approve the Notice of Exemption (NOE) for the subject project and authorize the City Clerk to file the NOE with the County recorder, in accordance with the California Environmental Quality Act (CEQA).
