- Staff recommendation
- 1. Approve the plans and specifications for the Citywide Resurfacing and Reconstruction Project, CIP No. 50106 (Project); 2. Find that Sequel Contractors, Inc., the apparent low bidder, is non-responsible based on the contractor's failure to demonstrate the trustworthiness required under California Public Contract Code Section 1103, this includes the failure to disclose a prior bidding debarment/settlement by the cities of La Mirada and La Cañada Flintridge in the Contractor's Statement. 3. Reject the bid submitted by Sequel Contractors, Inc. 4. Award a construction contract for a not-to-exceed amount of $8,025,049 to Onyx Paving Company, Inc., the lowest responsive and responsible bidder for the Project; and authorize the City Manager to execute the contract in a form approved by the City Attorney; 5. Authorize the City Manager, or his designee, to approve change orders, as needed, in an amount not-to-exceed $802,505 (approximately 10% of the total contract amount) for construction contingency; and 6. Approve the Notice of Exemption (NOE) for the subject project (Enclosure 2) and authorize the City Clerk to file the NOE with the County Recorder, in accordance with the California Environmental Quality Act (CEQA).
