Staff recommendation

1. Conduct a public hearing; 2. Approve the finding that the cost to the City of Pico Rivera (City) to implement the energy conservation measures described in the Syserco Energy Solutions, Inc. (SES) proposal attached herein will be less than the anticipated marginal cost to the City for thermal, electrical, or other energy that would have been consumed by the City in the absence of those purchases in conformance with California Government Code Section 4217; 3. Approve the finding that the project is categorically exempt from the California Environmental Quality Act (CEQA) Guidelines Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures); 4. Authorize the City Manager to negotiate and finalize the final terms of the agreement and all associated documents on behalf of the City in a form approved by the City Attorney; 5. Amend the fiscal Year (FY) 2026-27 Adopted Budget by transferring $4,762,980 from the PRIME Fund balance, $919,758 from the unassigned General Fund balance and $306,586 from the Water Fund balance to the Capital Improvement Program Fund, and appropriating $5,989,324 for Phase 1 of the project; and 6.
